Article 3The fees refunded by the school in these Measures refer to the tuition fees, accommodation fees, and collection and escrow fees charged by the school to students.
Article 4If freshmen withdraw from school before they report for school, the school shall refund all fees paid in advance by the students. If a student withdraws from school before the school starts classes, the school shall refund all the tuition fees paid by the student, and deduct the accommodation fees and other collection and escrow fees that have occurred in accordance with the actual accommodation time of the student and the actual occurrence of other educational services, and refund the remaining part.
Article 5For full-time schools that charge by semester, if a student submits to drop out of school within one month after the start of class, the school shall refund 80% of the tuition fee; if a student submits to drop out within two months after one month, the school shall refund 60% of the tuition fee; if a student submits to drop out two months after the start of school, the school shall refund 60% of the tuition fee., The school can not refund the tuition for this semester. Article 6For full-time schools that charge fees according to the academic year, if a student submits to drop out of school in the first semester, the school shall refund the relevant fees for this semester in accordance with the provisions of Article 5, and refund the tuition fees, accommodation fees and non-incurred collection and escrow fees for the remaining semesters to the student. If a student submits to withdraw from school after the end of the first semester, the school shall refund the relevant fees for the rest of the semester in accordance with the provisions of Articles 4 and 5.
Article 7For students who participate in short-term and part-time training in private schools, if they withdraw before completing one-half of the current class period, the school shall deduct the corresponding proportion of tuition fees and the incurred collection and escrow fees, related taxes and fees in accordance with the proportion of the completed class period, and refund the remaining part. If a student submits to drop out of school after completing one-half of the current class period, the school may no longer refund the tuition fee.
Article 8If a student applies for enlistment during the semester and submits to withdraw from school with a notice of enlistment issued by the armed forces department of the government where the hukou is located, the school shall refund all tuition fees paid by the student, and deduct the accommodation fees and other collection and escrow fees that have been incurred in accordance with the actual accommodation time of the student and the actual occurrence of other educational services., Refund the remaining part.
If a student withdraws from school due to family financial difficulties, the school shall give special care when calculating the refund amount in accordance with Articles 4 to 7.
Article 9If the school publishes false enrollment advertisements and brochures, or fails to fulfill the promises in the enrollment advertisements and brochures, and the student submits to drop out of school, the school shall refund all fees paid by the student.
Article 10If a student suspends school due to illness or other reasons approved by the school, the tuition and accommodation fees from the date of suspension to the resumption of school shall be refunded, or transferred to the next payment semester (academic year) with the consent of the school and the student himself (guardian).
Article 11If a student is expelled from the school in accordance with the student management system due to violations of laws and regulations while in school, the tuition fee will generally not be refunded. According to the actual accommodation time of the students and the actual occurrence of other educational services, the school deducts the accommodation fees and other collection and escrow fees that have occurred, and refunds the remaining part.
Article 12If a student submits to withdraw from school, the student himself or his guardian should submit a written application to the school; if a minor submits an application for withdrawal, the guardian should sign and confirm it.
Article 13After the school receives the student's application for withdrawal, it should sign for it. The school calculates the proportion of students' study time in school to the total school hours, and the time when the student submits an application for withdrawal to the school shall prevail. The school shall give the student a written reply within 5 working days of receiving the student's withdrawal application, and go through the withdrawal and refund procedures.
Article 14If a student withdraws his or her request to withdraw from school, he or she should submit a written application. After the school approves it, he or she can stay in school and continue his or her studies.
Article 15In accordance with these measures, all private schools may formulate their own specific withdrawal and refund management measures based on the actual situation of the school, and publicize them by posting announcements and compiling them into admissions brochures (advertisements), student manuals, admission instructions, etc., and compile the relevant content into the student admission agreement.
Article 16If there is a dispute between a student and the school on the issue of refund, they may file a written complaint with the relevant dispute mediation department of the school within 2 working days of receiving the school's written reply. The school is responsible for reviewing the complaint filed by the student, and within 5 working days from the date of receiving the written complaint, the conclusion of the review shall be made and the complainant shall be notified.
Article 17If students have objections to the conclusion of the school's review, after receiving the conclusion of the school's review, they may submit a petition to the school's examination and approval authority. After receiving written petitions and visits from students, the examination and approval authority shall process them in accordance with the relevant national and municipal regulations on petitions and visits.
Article 18If there is a dispute between a student and the school on the issue of refund, a civil lawsuit may also be filed in a people's court in accordance with the law.
Article 19The refund of private kindergartens shall be implemented in accordance with the relevant provisions of the Municipal Education Commission on the "Beijing Annual Assessment and Evaluation Standards and Rules for Private Kindergartens".
Article 20These measures came into effect on August 1, 2009, and the "Administrative Measures for the Collection and Refund of Fees by Beijing Private Institutions of Higher Learning (Trial Implementation)" issued and implemented on October 28, 2002 shall be abolished at the same time.
