2. Business license. As long as you are doing business in the form of a physical store, then you must apply for a business license. Investors need to bring the housing lease contract, legal ID card, letter of credit and other materials to the local Administration for Industry and commerce to apply for this certificate.

 

3. Fire protection approval. Investors need to go to the local fire protection management department to go through the fire protection approval procedures to ensure that the construction of fire safety facilities in the store meets national standards. If the art training course provided by the investor also provides meals, you must apply for a health permit and a health certificate.

4. Tax registration certificate. After obtaining the business license of a Chinese industrial and commercial enterprise and the code certificate of the organization and management organization, the investor shall engrave the official seal, and then apply for the national tax registration certificate from the relevant tax authorities and receive a value-added invoice.

Whether an art training institution requires a school permit depends on local policies. At present, there are no unified national documents or legal regulations on the conditions that need to be met to apply for a school permit. Instead, different regions formulate corresponding policies, and the policies of each region will be different to a certain extent.

 

At present, the state's requirements for art education are: to obtain a business license from the Bureau of Industry and Commerce, and some areas still need to go to the Bureau of Culture for the record. However, some provinces and cities have further requirements and need to apply for a school permit for art.

This is the current development status quo of our country's art training management institutions.

In Shanghai, general training institutions do not need a school license to meet basic service conditions. General training institutions: refers to institutions that provide guidance on corporate culture and art education, physical education guidance, scientific and technological guidance, and language learning ability guidance (except for language training for primary and secondary school students), non-academic cultural knowledge guidance (except for cultural training for primary and secondary school students), and guidance services for the social development of young children.

 

When an enterprise establishes an ordinary private education and training management institution, it shall conduct supervision between the corresponding civil affairs departments or through the market, and the relevant departments may register as legal persons. The registration administration authority shall register institutions that meet China's socio-economic conditions in accordance with the law, issue a legal person registration certificate or do not have an enterprise business license and other documents, and share registration accounting data and information with the corresponding relevant departments (business competent units) for the market development of the service trade industry; for those that do not meet the conditions for the registration of legal persons, no legal persons shall be grantedRegister and explain the reasons in writing.

When applying for a school permit, the corresponding policies issued by the local area shall prevail.

So what are the conditions for opening an educational institution?

1. The person in charge and the manager must be at least 18 years old, have political rights and full civil competence, have no criminal record (don't consider investing in the education industry if you have committed a crime of rape before), and the person in charge of the school must have more than two years of educational work experience, and the education level is intermediate or above.For university specialties, on-the-job teachers in state-run schools are not allowed to organize any form of private education and training institutions (that is, on-the-job teachers are not allowed to open schools outside).

2. There are full-time or part-time teachers who are relative to the scale and level of running a school. The total number of teachers is not less than 6 (full-time teachers are not less than 2), and the teachers they hire must have the teaching qualifications and academic requirements stipulated by the state. For example, the training institutions they run are for primary school students.Then the teachers of the school must have a primary school teacher qualification certificate.

3. There are school buildings with stable concentration, safety standards, and eligible surrounding environment that are suitable for the scale of running a school. The total construction area of teaching and office buildings is not less than 200 square meters, and the lease term is not less than three years.

4. The registered capital of the training institution shall not be less than 100,000 yuan, and the fixed assets shall not be less than 200,000 yuan, and it shall be subject to capital verification and evaluation by an accounting firm.

The following materials should be submitted to apply for school:

1. Report on the application for running a school. The organizer, principal, school address, training objectives, scale of school, level of school, form of school, conditions for school, and internal management mechanism must be stated. If the organizer is a unit, the official seal of the unit shall be affixed.

2. Qualification certificate of the organizer. The organizer of the unit shall submit the original and photocopy of the legal person's certificate and license. Individual organizers should submit the original and photocopy of their household registration book and ID card.

3. The qualification certificate of the proposed principal of the training institution (original title certificate or academic certificate and copy), the original household registration book, the original ID card and copy.

4. Certificate of school premises. The self-owned school premises shall submit a copy of the corresponding real estate certificate (which shall be stamped with the official seal) and the certificate of use of the premises; the leased premises shall submit a copy of the lessor's real estate property rights certificate (which shall be stamped with the official seal of the property rights unit) and the agreement between the parties to the lease. The certificate of use of the building or the lease agreement shall indicate the total area of the school building and the lease term. 6. Articles of association of training institutions. The content is as follows (refer to the Haidian Education Network Model School Articles of Association): (1) the name and address of the training institution; (2) the purpose, scale, level, form, etc. of the school; (3) the amount, source, nature, etc. of the school's assets; (4) the generation of the board of directors, the board of directors, or other forms of decision-making bodiesMethods, personnel composition, term of office, rules of procedure, etc.; (5) The legal representative of the school; (6) whether the funder requires a reasonable return; (7) The reasons for the school's self-termination; (8) The procedures for amending the articles of association; (9) Other matters that the school should stipulate.

7. Resolutions of the first meeting of the school board of directors, the board of directors, or other forms of decision-making bodies (the time, place, participants, and content of the resolutions should be stated, including resolutions to adopt the school's articles of association, resolutions to elect the chairman of the board and appoint the principal, and all members sign).

8. Teaching plan. The teaching plan should specify the curriculum, study duration, class hours, schedule, teaching purpose, and use of teaching materials.

9. A copy of the original accounting certificate of the proposed accounting staff.

10. The original and photocopy of the qualification certificate of the professional teacher established.

11. Proof of purchase of necessary teaching equipment and books and materials.

12. Jointly funded schools shall submit a notarized joint capital contribution agreement, which must specify the amount, method, rights, obligations, etc. of the capital contribution.
