So, what are the necessary conditions for opening a childcare center? What experience do we have that we can learn from the good aunt's nursery? At present, the opening process of the childcare center has been relatively standardized, and it can be established after applying to the local health department for the record. For the specific process, we will take Ningbo, Zhejiang as an example to explain it to you.:
1. Filing object
A child-care institution refers to an institution that provides full-day care, half-day care, timed care, temporary care and other services for infants and young children under the age of 3. It mainly provides life care, safety care and other services for infants and young children. The filing objects stipulated in this notice shall be childcare institutions that meet the filing conditions after being registered by the preparation department, civil affairs department, and market supervision department of institutions at or above the county level. If the important information for the record such as the name, address, director (person in charge), service form, and place of care of the childcare institution changes, the original filing department shall go through the formalities for the record of the change within 15 days. If the relocation is changed to another place, or a branch or chain organization is established, the filing procedures shall be re-processed. Early education institutions and kindergartens that provide childcare services are not the subject of the record.
2. Filing materials
When applying for the record, the childcare institution submits the following materials:

"Business License" or other legal person registration certificate;

Site certificate of Childcare institution;

Professional qualification certificate and health certificate of staff;

The “Health Evaluation Report of Child Care Institutions” evaluated as "qualified";

Certificate of conformity for fire safety inspection (generally "Fire protection Acceptance Opinion for Construction Projects"). For those that are not included in the scope of review by the local construction drawing review agency, the childcare institution shall submit the "Fire Protection Design Filing Commitment" when applying for the record. For buildings completed before September 1, 1998, they shall be handled in accordance with the relevant provisions of the Provincial Public Security Fire Brigade's "Notice on the Issuance of Opinions on Several Issues of Fire Law Enforcement" (Zhejiang Gongxiao [2017] No. 31) document.;

If catering services are provided, the "Food Business License" shall be submitted.
3. Filing process
After completing the registration, the childcare institution shall apply for a health evaluation from the district, county (city) maternal and child health care institution; if the investment in the construction project of the childcare institution is more than 300,000 yuan and the construction area is more than 300 square meters, it shall apply to the housing and construction department for a construction permit, fire protection design review, and fire protection acceptanceOr for the record; if catering services are provided, they should also apply for a food business license from the market regulatory department. After all the filing materials are completed, log in to the National Health Commission's filing system for childcare institutions (after the provincial childcare institution's filing system is developed and applied, the provincial system will be used), and submit the filing application materials to the district, county (city) Health Bureau online.
After receiving the filing materials of the childcare institution, the county-level health department shall provide the applicant institution with a receipt for the filing and a notice of the basic conditions of the childcare institution within 5 working days. If the materials are incomplete, the filing person shall be notified of all the contents that need to be corrected at one time after receiving the filing materials. If the setting standards and management norms are not met, the filing organization shall be notified within 15 working days from the date of receiving the filing materials, the reasons shall be explained and disclosed to the public. At the same time, the county-level health department shall promptly disclose the relevant information of the childcare institution for the record on the official website of the county-level, and receive social inquiries and supervision.
