01 What is a childcare institution?

Childcare institutions refer to those registered by relevant departments and filed by health departments，For infants and young children under 3 years oldFull-day care, half-day care, timed care, temporary careAnd other childcare service institutions, mainly for parents to provide infant and young child life care, safety care and other services.

02what childcare institutions need to file for the record?

(One)Childcare institutions that have completed the approval and registration of applications in the office of the District Preparation Committee, the District Civil Affairs Bureau, and the District Market Supervision and Administration Bureau.

(Two)Relying on existing kindergartens to set up nursery classes to carry out infant and young child care services, they should report to the district education department, and the district education department shall promptly notify the district health department.

(Three)If the childcare institution changes the filing matters, it shall promptly log in to the filing information system of the childcare institution and file the change with the district Health bureau.

If the childcare institution terminates its services, it shall properly house the infants and young children and staff in the care, and log in to the childcare institution's record information system to go through the record cancellation procedures with the District Health bureau.

03what materials do childcare institutions need for filing? How to handle it?

(One)Business license or other legal person registration certificate；

• Institutions are childcare institutions, apply to the preparation department of the institution for approval and registration, and provide the registration certificate of the institution as a legal person.

Note: The business scope of childcare institutions should clearly include “childcare services”.

(Two)Site certificate of Childcare institution；

• If the site of the institution is its own real estate, provide a certificate of ownership of the real estate (if the property owner is not the legal representative of the childcare institution, you need to provide the property owner's description of the use of the real estate as the site of the childcare institution) ;

• The leased venue provides a legally binding lease contract with a lease term of not less than 3 years.

(Three)Professional qualification certificate and health certificate for staff of childcare institutions；

1. Main person in charge: The person in charge of the childcare institution is responsible for the overall work, and should have a college degree or above, have been engaged in child care education, health and other related management work for more than 3 years, and have passed the job training of the person in charge of the childcare institution. (If you do not have the certificate of qualification for the job training of the person in charge, you will participate in the training assessment as required after the Municipal Health Bureau initiates the relevant training work).

2. Caregivers: Caregivers are mainly responsible for the daily care of infants and young children, arranging play activities, promoting the physical and mental health of infants and young children, and developing good behavioral habits. Caregivers should have experience in infant and young child care or related professional background, and have received training in infant and young child care and mental health knowledge training. Caregivers must hold a national professional qualification certificate for caregivers (Level 5) and above, or a national professional qualification certificate for caregivers (Level 5) and above. Childcare institutions should be reasonably equipped with childcare personnel, and the ratio to infants and young children should not be lower than the following standards: infant classes 1:3, small classes 1:5, and large classes 1:7.

3. Health care personnel: at least 1 full-time (part-time) health care worker is required. Health care workers should have a high school degree or above, have passed the health care professional knowledge training organized by maternal and child health care institutions, and be responsible for morning (noon) inspections to assist medical and health institutions within their jurisdiction in carrying out child health care, prevention and control of infectious diseases, etc. If an infirmary is set up, the qualification certificate and practice certificate of a doctor or nurse must also be provided.

4. Security personnel: Security personnel shall obtain a "Security Guard Certificate" issued by a public security organ, and shall be stationed by a security company that has obtained a "Security Service License" from a public security organ. An independently established childcare institution shall have at least one security guard on duty.

5. Other personnel: Cooking personnel and nutritionists should obtain the "Food Practitioner Health Certificate".

Before the staff of a childcare institution take up their posts, they shall undergo a health examination by a medical and health institution before they can take up their posts after passing the examination. All staff in the institution are required to hold a “Certificate of Health of staff in nurseries and Kindergartens” with a "qualified" medical examination result. Childcare institutions shall organize on-the-job staff to undergo health examinations once a year. If a staff member on the job suffers from an infectious disease, he or she shall immediately leave the job for treatment; after he or she is cured, he or she can only return to work with medical records and a health certificate issued by a medical and health institution.

Child-care institutions obtain a certificate of administrative license for fire protection from the Housing and Urban-Rural Development Bureau according to the size of the site in accordance with the law. (Five)Health evaluation report and related materials of self-evaluated and qualified childcare institutions；

According to the relevant requirements of the "Basic Standards for Health Evaluation of Childcare Institutions (Trial Implementation)", childcare institutions should provide self-evaluation qualified health evaluation reports of childcare institutions to the District Health Bureau, which mainly include scanned copies of the following materials：

1. Description of the health evaluation related to the filing of the record by the childcare institution.

2. The floor plan of the houses of the childcare institutions (the houses used by the childcare institutions should be identified in proportion, indicating the functional distribution and area size).

3. Valid identity documents and academic credentials of full-time (part-time) health care workers.

4. The content of formaldehyde, benzene and benzene in the indoor environment meets the test report of the relevant provisions of the "Indoor Air Quality Standard" (GB/T18883-2002). The report shall be issued by a qualified inspection and testing institution, and the date of the inspection report and the filing date of the application shall not exceed 1 month.

5. The water quality of drinking water other than centralized water supply meets the relevant test reports required by the "Sanitary Standards for Drinking Water" (GB5749-2006). The report shall be issued by a qualified inspection and testing institution, and the date of the inspection report and the filing date of the application shall not exceed 1 month.

6. Materials related to the health care system of this institution.

The filing person shall truthfully provide the above-mentioned materials, reflect the true situation, and be responsible for the authenticity of the content of the filing materials.

(Six)Other relevant materials stipulated by laws and regulations. Those who provide catering services need to provide a "Food Business License".

04what are the procedures for the filing of childcare institutions?

Step 1: Prepare the filing materials of the childcare institution

1. Business license or other legal person registration certificate；

2. Site certificate of Childcare institution；

3. Professional qualification certificate and health certificate for staff of childcare institutions；

4. Certificate of conformity for fire safety inspection；

5. Health evaluation report and related materials of self-evaluated and qualified childcare institutions；

6. Other relevant materials stipulated by laws and regulations. Those who provide catering services need to provide a "Food Business License".

   
   

Step 2: Log in to the filing system and submit the filing materials

Institutions log on to the childcare institution filing system (https://ty.padis.net.cn) or download the childcare institution filing client on cell phone (limited to Android 5.0 or above), fill in the basic information for filing, upload scanned copies of the filing materials, and print the Childcare Institution Filing Letter and Filing Commitment, fill in the stamp and upload it to the system.

Step 3: Review by the District Health Bureau

After receiving the filing materials of the childcare institution, the District Health Bureau will provide the "Receipt for the Filing of the Childcare Institution" and the "Notice of the Basic Conditions of the Childcare Institution" within 5 working days for those who have passed the review. Institutions can log in to the system to download.

If the content of the filing does not meet the set standards and management norms, the filing organization shall be notified within 15 working days from the date of receiving the filing materials, the reasons shall be explained and it shall be publicly stated to the public as “The filing has not passed.”
