Caregivers: Caregivers are mainly responsible for the daily care of infants and young children, arranging play activities, promoting the physical and mental health of infants and young children, and developing good behavioral habits. Caregivers should have experience in infant and young child care or related professional background, and have received training in infant and young child care and mental health knowledge training. Caregivers must hold a national professional qualification certificate for caregivers (Level 5) and above, or a national professional qualification certificate for caregivers (Level 5) and above. According to the relevant requirements of the "Basic Standards for Health Evaluation of Childcare Institutions (Trial Implementation)", childcare institutions should provide self-evaluation qualified health evaluation reports of childcare institutions to the District Health Bureau, which mainly include scanned copies of the following materials:

  1. Description of the health evaluation related to the filing of the record by the childcare institution.

  2. The floor plan of the houses of the childcare institutions (the houses used by the childcare institutions should be identified in proportion, indicating the functional distribution and area size).

  3. Valid identity documents and academic credentials of full-time (part-time) health care workers.

Step 2: Log in to the filing system and submit the filing materials

Institutions log on to the childcare institution filing system (https://ty.padis.net.cn) or download the childcare institution filing client on cell phone (limited to Android 5.0 or above), fill in the basic information for filing, upload scanned copies of the filing materials, and print the Childcare Institution Filing Letter and Filing Commitment, fill in the stamp and upload it to the system.

Step 3: Review by the District Health Bureau

After receiving the filing materials of the childcare institution, the District Health Bureau will provide the "Receipt for the Filing of the Childcare Institution" and the "Notice of the Basic Conditions of the Childcare Institution" within 5 working days for those who have passed the review. Institutions can log in to the system to download.

If the content of the filing does not meet the set standards and management norms, the filing organization shall be notified within 15 working days from the date of receiving the filing materials, the reasons shall be explained and it shall be publicly stated to the public as “The filing has not passed.”
